Requirements for District Services

The Bay Area After-School All-Stars (All-Stars) recently launched an ambitious plan to become one of the San Francisco Bay Area’s premier after-school program providers in terms of size, quality, and impact of programs.  To that end, we are very strategic in our expansion to new districts and the relationship we form with them.  While the needs of each district are different, and we are flexible as an organization in meeting those needs, we have found through experience that the following guideline requirements help create the most productive relationships and strongest possible programs for the students:

  • District must be located in San Mateo, Santa Clara, Santa Cruz, San Francisco, or Alameda Counties

  • Total district-awarded ASES (After-School Education & Safety) grant in excess of $500,000 (All-Stars currently will only serve ASES-funded schools), with elementary sites having a grant of no less than $95,850 and middle school sites having a grant no less than $126,900 (any lesser amount would not support our comprehensive program model)

  • Availability of both middle schools and elementary schools as program sites, preferably following “feeder school” patterns

  • An even division of the 15% administrative costs allowed from an ASES grant between All-Stars and the district, with 7.5% to the All-Stars (5% direct costs and 2.5% indirect/management costs)

  • District commitment to make reasonable efforts to ensure adequate program space at each program site, including storage and minimal staff workspace

  • District commitment to provide office space (including desk, basic use of copier and fax machines) for All-Stars program manager if the district office is more than 20 miles from the All-Stars central office

  • District commitment to work in partnership with the All-Stars in determining curriculum choices, sharing student data necessary for program evaluation, and any other process designed to continually improve the impact of the after-school program.

All-Stars understands that many school districts currently run their own after-school programs. There are great cost-saving and administrative benefits to having a high quality third-party contractor run after-school programs. While All-Stars is confident in its own comprehensive program design, we are happy to combine a successful district program within our own design.
